PFF Opens Ankole Office in Historic Regional Convention in Mbarara

In a landmark event aimed at advancing its federal agenda and strengthening regional governance, the People’s Front for Freedom (PFF) has officially constituted the Ankole Federal Government, marking a significant milestone in the party’s nationwide mobilization.

The city of Mbarara was painted in White and Royal Blue, the official colors of the movement, as thousands gathered for the first-ever Ankole Regional Convention. The event was a vibrant expression of federalist aspirations and a reflection of the party’s commitment to decentralizing power and amplifying regional voices.

The convention also saw the launch of a new regional office, a move party leaders say will enhance grassroots coordination and service delivery within the Ankole region.

“This is not just a ceremonial gathering,” said one party official. “This is the awakening of Ankole’s voice in the federal future of Uganda.”

🔹 Federal Government Leadership Announced

The highlight of the convention was the official constitution of the Ankole Federal Government, which will serve as the regional governance structure connecting the state to the broader PFF national freedom network.

The newly adopted leadership structure is as follows:

Executive Cabinet

  • Governor: Katembeya Stanley

  • Deputy Governor: Mugisha Geoffrey

  • Secretary for Social Services: Tumwiine Deo

  • Secretary for Special Interests: Atusasire Agatha

  • Secretary for Defense & Security: Arinaitwe Emmanuel

  • Secretary for Economic Affairs: Tweheyo Charles

  • Secretary for Treasury: Nshemerirwe Federica

  • Secretary for Political Affairs: Bafaki Deo

🔹 Regional Assembly Formed

In addition to the executive leadership, the Ankole Regional Assembly was constituted with both legislative and oversight responsibilities:

  • Speaker: Guma Gumisiriza

  • Deputy Speaker: Vaginia Plan

  • Clerk: Matsiko Baker

  • Deputy Clerk: Misango Richard

Committee Chairpersons:

  • Ethics & Dispute Resolution: Rubarema Amon

  • Finance & Welfare: Ahimbisibwe Nazarius

  • Mobilisation & Organisation: Twesigye Robert

  • Legal & Human Rights: Twahika Denis


🔹 A Step Toward Federal Empowerment

This development, according to PFF officials, is in line with the party’s constitutional mandate to empower regions, decentralize governance, and promote participatory democracy. The formation of regional governments is part of a broader effort to prepare for a federal system that will ensure better representation, resource allocation, and accountability at the local level.

“We are not here just to oppose; we are here to propose a better Uganda—one where each region governs in dignity, where citizens are not beggars of development, but partners in governance,” said Governor Katembeya Stanley in his acceptance speech.


🔹 Eyes on the 2026 General Elections

With the 2026 general elections looming, the PFF is positioning itself as a viable alternative to the centralised model of governance. By rolling out regional structures like the Ankole Federal Government, the party is laying the foundation for a federalist system it hopes to implement nationally.

PFF’s message of people-powered federalism, coupled with grassroots organization, continues to resonate in regions historically sidelined from national policymaking. The party says more regional conventions are expected in the coming months as it prepares to “take power through a united and decentralized front.”
