Among Demands Report on Qualifications of Newly Appointed Commissioners
Speaker of Parliament, Anita Among, has issued a directive to the Minister for Presidency, Milly Babalanda, demanding a detailed report by Wednesday on the qualifications of the newly appointed Assistant Resident City Commissioners (ARCCs) and Resident District Commissioners (RDCs).
The directive came after Joel Ssenyonyi, the Leader of Opposition, voiced concerns over the competence and ethical standards of the appointees, specifically mentioning an incident involving Yiga Kisakyamuka, who previously insulted Ronald Muwenda Mutebi II, the Kabaka of Buganda.
Ssenyonyi also criticized the government’s decision to increase the number of public officers despite ongoing initiatives aimed at reducing government expenditure through the rationalization of agencies and entities.
In addition, Speaker Among asked Minister Babalanda to halt the practice of appointing and deploying commissioners in their home areas, suggesting this could lead to conflicts of interest with local Members of Parliament.
The Speaker further reminded the Minister of Article 203 of the Constitution, which requires that any appointee to the positions of RDC or RCC must be a Ugandan citizen and eligible to serve as a Member of Parliament
