NUP MP Denis Ssekabira Faces Allegations of Forgery in Luwero Medical Schools
Hon. Denis Ssekabira, the Member of Parliament for Katikamu North Constituency on the National Unity Platform ticket, is currently under scrutiny for alleged involvement in forgery and the issuance of fake academic documents in his medical schools. The implicated institutions, Luwero Nursing School and St Denis Paramedical School, both situated in Luwero town council, are accused of fabricating and using false academic records for admitting students.
The accusations were formalized in a petition sent to Hon. Janet Kataaha Museveni, the Minister of Education and Sports, by Ndawula Ronald, the Luwero National Resistance Movement Chairperson. The petition asserts that the nursing and paramedical schools forge senior four and Uganda Certificate of Education results to admit students who previously failed the examinations.
Furthermore, the petition highlights a specific case of forgery and uttering false documents, filed at Luwero Central police station under reference SD Ref: 54/03/11/2023. The suspects, including individuals named Ogwal Oscar, Racheal, and Ritah, were released on police bond.
The petition details instances of students being recruited from various regions across the country, with promises of overcoming previous academic failures. Students are allegedly encouraged to ignore their poor performance in science subjects at senior four, as the institutions claim to have special arrangements with UNEB for reevaluation at a cost. The financial transactions, involving substantial amounts of money, are reportedly handled by MP Ssekabira and the academic registrar, Ogwal.

According to testimonies gathered, certificates are manipulated, with one specific case cited where a student received a new compliant certificate despite originally having failed grades. The concern extends beyond academic fraud, as it is suggested that unqualified individuals trained by these institutions are facilitated by Luwero Hospital and Nakaseke Hospital for practical experience, lending the fake school an undeserved credibility.
The petition calls for urgent intervention from Hon. Janet Museveni, urging a forensic investigation to uncover the extent of the alleged fraud that has reportedly persisted for the past decade. It emphasizes the potential implications on the health system, education standards, and overall credibility.

The petition is also copied to the Minister for Higher Education, Minister for Health, Permanent Secretary of the Ministry of Education, Executive Director of UNEB, RDC-Luwero, and CAO-Luwero.
