A recent executive order by former U.S. President Donald Trump mandating the use of the term ‘sex’ instead of ‘gender’ has raised significant concerns, particularly for the LGBTQ+ community. For Uganda, where LGBTQ+ individuals already face severe persecution under the Anti-Homosexuality Act (AHA), the executive order could have dire consequences. By enforcing a strict binary interpretation of ‘sex,’ the policy may create additional barriers for transgender and non-binary asylum seekers. These individuals could be forced to conform to male/female categories on official documents, limiting their gender expression and complicating asylum applications.
Moreover, the order risks emboldening anti-rights groups and politicians in Uganda, who may interpret it as validation of their own discriminatory policies. Already, some Ugandan leaders have celebrated Trump’s stance, viewing it as a sign that international pressure on LGBTQ+ issues may wane. This could lead to further marginalization, violence, and even harsher laws targeting gender non-conformity.
Psychological and Social Repercussions

While it may embolden anti-rights campaigners and increase opposition to our work, it also strengthens our resolve to fight for equality. This is a moment to amplify the voices of the LGBTQ+ community, forge stronger alliances with local and international organizations, and mobilize for change.
A Call for Global Solidarity
The executive order underscores the urgent need for global solidarity. While the U.S. has historically been a key supporter of human rights, other nations must now step up to fill the void. Increased funding for LGBTQ+ advocacy, health services, and asylum support is critical to mitigating the harm caused by such regressive policies.
Despite the challenges, the LGBTQ+ community has a long history of resilience and resistance. From living in the shadows to boldly asserting our rights, we have overcome countless obstacles. This executive order is another hurdle, but it will not define us.
