Uganda NGO Bureau Suspends Chapter Four Uganda Operations

The National Bureau for Non-Governmental Organizations (NGO Bureau) has officially suspended the operating permit of Chapter Four Uganda, ordering the organization to cease all activities with immediate effect.

In a letter dated 9th January 2026 and addressed to the Executive Director of Chapter Four Uganda, the NGO Bureau stated that it had received intelligence information alleging that the organization is engaged in activities deemed prejudicial to the security and laws of Uganda. The suspension is issued under Section 42(d) of the NGO Act, Cap 109 (as amended).

According to the notice, the NGO Bureau has instituted investigations into the allegations, which it described as sensitive and linked to national security. Pending the conclusion of these investigations, Chapter Four Uganda is required to halt all operations. The Bureau noted that the organization will be given an opportunity to be heard during the investigation process, which it says will be concluded within a reasonable time.

“The purpose of this letter therefore is to suspend the NGO permit of Chapter Four Uganda and direct you to CEASE all operations of the organisation with IMMEDIATE EFFECT,” the notice reads.

The suspension has been communicated to several key state institutions. The Inspector General of Police has been requested to ensure that Chapter Four Uganda does not continue operating during the suspension period. The Registrar General of the Uganda Registration Services Bureau has also been notified, alongside the Executive Director of the Uganda Bankers Association, who has been advised to alert banks about the development.

The letter was signed by Dr. Okello Stephen, Secretary at the National Bureau for NGOs, and copied to the Minister of Internal Affairs, the Inspector General of Police, the Registrar General, and the Uganda Bankers Association.

Chapter Four Uganda is a prominent civil society organization known for its work in governance, accountability, and human rights advocacy. The suspension is likely to raise concern among civil society actors and rights groups, particularly given its timing amid heightened political tension in the country.
