How Did We Get Here? A Disgraced Command, a Broken Nation, and the Silent Complicity of the Appointing Authority

By Alexander Luyima

Kampala, Uganda – What does it say about a country when the son of its president—a man who also serves as Chief of Defence Forces (CDF)—openly brags about torturing citizens in his basement? Not in some shadowy detention facility, not in the infamous chambers of Kireka or SFC, but in his own home, with the casual arrogance of a man who believes he is untouchable.

This is not speculation. These are Muhoozi Kainerugaba’s own words—flaunted on social media like some perverse trophy. While Ugandans struggle under the weight of poverty, oppression, and a crumbling state, the man entrusted with leading our military finds time to live-tweet the humiliation and suffering of a fellow citizen.

The Betrayal of the Liberation Promise

President Museveni and the National Resistance Movement (NRM) sold Ugandans a dream: an end to the terror of the State Research Bureau, the UNLA’s roadblocks, and the brutality of past regimes. They promised a disciplined army—“a people’s force.”

But what do we have now? A military command that revels in sadism. A CDF who treats torture as a casual hobby, documenting it like a social media influencer posting vacation photos.

“This is not just a crime; it is a moral collapse,” says Dr. Sarah Bireete, Executive Director of the Center for Constitutional Governance. “When the highest-ranking soldier in the country normalizes torture, he sends a message to every officer, every recruit: brutality is not just allowed—it is celebrated.”

A Direct Challenge to the Appointing Authority

President Museveni, you appointed your son. You elevated him—despite his lack of restraint, his reckless provocations, and now, his open admission of war crimes.

What will you do?

Will you continue the deafening silence? Will you pretend, as usual, that these are just “young man’s jokes”? Or will you finally acknowledge that Uganda’s military has been reduced to a personal militia for your family’s whims?

To the CDF: Lieutenant General Muhoozi Kainerugaba, you are not a warlord. You are supposed to be a soldier—a professional bound by law, duty, and the Constitution. Your tweets are not just embarrassing; they are evidence. The world is watching. History will judge.

A Call to Ugandans

Fellow citizens, how much longer will we accept this? How much longer will we allow our institutions to be hijacked by a family that treats Uganda like a private estate?

“A nation that tolerates torture from its leaders is a nation that has lost its soul,” remarks veteran journalist Charles Onyango-Obbo. “We must ask ourselves: Is this the Uganda we fought for? Is this the freedom we were promised?”

The answer is clear: No.

It is time to demand accountability—not in whispers, but in one united voice. The appointing authority must act. The CDF must answer. And Uganda must remember: silence is complicity.

Final Note

This is not just about Muhoozi. This is about every Ugandan who has suffered in silence, every soldier who joined the army to serve—not to terrorize.

We deserve better. We demand better.
