Uganda Police Search for Hamza Kisembo Over Alleged Role in Promoting Homosexuality

Uganda Police are on a manhunt for Hamza Kisembo, a youthful individual wanted for allegedly promoting and assisting homosexuality in a case registered at Kyebando Police Post. Kisembo, who was arrested on September 1, 2023, was granted police bail three days later on September 4, with the condition to report to authorities weekly as investigations progressed. However, he has since failed to comply with the reporting requirements, prompting police to launch a search for him.
According to Patrick Onyango, the spokesperson for Kampala Metropolitan Police, Kisembo, employed at an undisclosed tours and travel company, allegedly used his position to accommodate foreigners who financially supported his recruitment of homosexual partners. His activities raised alarm among residents in Kyebando-Kisalosalo zone, Kawempe Division, Kampala, who reported him to the authorities.
Onyango confirmed that the investigation into Kisembo’s actions had been completed, but the case cannot proceed in court due to his disappearance. His last known residence was in Kyebando, where he lived with his wife and children, who have also gone missing. The individuals who stood as sureties for Kisembo have not been located either.
The police are now urging the public to come forward with any information that could assist in his arrest and prosecution. They also warned that anyone found harboring Kisembo or involved in his disappearance will be held accountable.
This case comes amid heightened scrutiny over homosexuality in Uganda, following the signing of the Anti-Homosexuality Bill 2023 by President Yoweri Kaguta Museveni in May. The law imposes severe punishments for those convicted of promoting or engaging in homosexuality, including a life sentence for same-sex acts. Under the Penal Code Act, Section 145, any unnatural offenses, such as homosexual acts, are punishable by life imprisonment.
The authorities are calling for anyone with knowledge of Kisembo’s whereabouts to report to the nearest police station confidentially.
