UCE : Three Midland High School Teachers Detained for Unauthorized Possession of Examination Papers

In an operation conducted by the Luwero police in collaboration with Uganda National Examination Board (UNEB) private investigators, three suspects have been apprehended for the unauthorized possession of Uganda Certificate of Education (UCE) Examination papers.

According to Jennifer Kalule, the UNEB spokesperson, the individuals in custody comprise Dalton Denis Lubega, a chief invigilator and teacher at Midland High School Luwero, deployed at Goshen Secondary School, Victoria Model, and Sharma S.S. in Luwero on various examination days.

“While serving as a chief invigilator, Lubega allegedly distributed papers to candidates, photographed one of the papers, and shared the image with Zawadi Bwambale, a deputy teacher at Midland High School, Luwero Campus, who further shared it with Herbert Woopo, the Director of Studies at Midland High School, Buntaba, Mukono Campus,” stated Kalule.

The police are actively pursuing other individuals suspected to have been involved in this illegal activity, particularly engaged in the electronic sharing of Commerce and Entrepreneurship papers.

Kalule announced, “The trio will face charges for unauthorized possession of examination materials, aiding and abetting malpractice, and appearing in the examination room with electronic devices intended to disrupt the examination process, under sections 25 and 30 of the UNEB Act 2021.”

In a connected incident, another suspect is detained at Kampala Metropolitan Police for electronic sharing of forged Primary Leaving Examination (PLE) papers.

The individual, Tom Okwenyi, formerly a teacher and currently affiliated with a multinational agency, allegedly created a social media platform called ‘Elite SST Senior Examiners,’ disseminating the forged papers, code-named Fertilizers, to over 1,500 group members.

Kalule warned against participating in or promoting such criminal activities, stressing the destruction it causes to the futures of the children involved. UNEB is closely monitoring online platforms to identify and prevent any sharing of purported UNEB Examination papers.

“We continue to caution the public against distributing any content alleged to be UNEB Examinations,” emphasized Kalule, urging people to report any such activity to the police or call the UNEB toll-free line at 0800-111-427.
