The United Kingdom has ushered in a sweeping overhaul of its immigration framework, with significant implications for skilled workers, care professionals, and international students. These changes—driven by political pressure to curb net migration—introduce stricter requirements, especially targeting the caregiving sector and the qualifications of prospective migrants.

Caregiving Sector: Tighter Controls and Higher Barriers

One of the most impacted sectors is health and social care, where overseas recruitment has long filled chronic staffing gaps.

> “While care workers have been the backbone of our health system, the new regulations aim to prioritize the domestic labor market,” explains Dr. Sarah Elcombe, a social policy analyst with the Migration Observatory at Oxford University.

As of April 9, 2025, UK-based employers are now required to prove efforts to recruit locally before they can sponsor care workers from abroad. In addition, minimum salary thresholds have risen to £25,000 annually—or £12.82 per hour—bringing them in line with the national wage standards.

Further tightening the rules, care providers in England must be registered with the Care Quality Commission (CQC) to act as sponsors, a move intended to combat reports of exploitation and irregular practices in the sector.

No More Dependants for New Care Workers

In a significant departure from previous policy, new care workers entering the UK from March 11, 2024, onwards are no longer allowed to bring dependants. This provision has raised concerns among advocacy groups.

> “Removing the right to bring family members could deter much-needed talent and create emotional hardship for those working in high-stress environments,” says Martin James Mugwanya of JM legal and Immigration consultant.

Care workers who applied before the deadline or are extending their existing visas are not affected by this restriction.

Stricter Qualification Requirements for Skilled Workers

For prospective skilled migrants, the bar has been raised. The required educational level for most Skilled Worker visas has increased to RQF Level 6, equivalent to a bachelor’s degree. This change reflects the UK government’s renewed emphasis on attracting “high-caliber” professionals.

English proficiency requirements have also tightened. Both applicants and their adult dependants must meet enhanced language standards, and continuous improvement in English will be necessary for visa extensions or settlement.

Settlement Takes Longer

Another major shift is the extension of the residency requirement for settlement from five to ten years. While the government claims this aligns with broader international norms, critics argue it could undermine integration.

> “A decade-long path to permanent residency risks alienating individuals who are already contributing meaningfully to the UK economy,” argues Prof. Kamran Qureshi, an expert in migration law at the London School of Economics.

Notably, some flexibility remains: individuals with “exceptional contributions” to society or the economy may qualify for earlier settlement.

International Students Face New Restrictions

In the education sector, the post-study work visa has been shortened from two years to 18 months, potentially reducing the UK’s appeal as a top destination for global talent.

There are also proposals under consideration to impose levies on universities that heavily rely on international student income, a move aimed at financial reform within higher education.

Broader Immigration Crackdown

Beyond individual categories, the government is introducing a digital identity system to track arrivals and overstayers, replacing the current biometric residence permits. Additionally, the Immigration Skills Charge for employers has increased by 32% to support domestic training initiatives.

The UK has also broadened its deportation powers, now including individuals convicted of any criminal offense—not just those sentenced to over a year. Human rights groups are closely monitoring this policy shift for potential overreach.

For many, the UK remains a land of opportunity. But the new laws draw a clear line: access must be earned through higher qualifications, language proficiency, and tighter scrutiny.

> “These changes are not just about numbers; they reflect a profound shift in how Britain defines contribution and belonging,” says Dr. Elcombe.

As the immigration environment evolves, prospective migrants must prepare meticulously. Employers and applicants alike should seek professional guidance to navigate the complexities of compliance.
